Dima Halam Daogah
During The Peace Talk (2003-2012)

Please accecpt our heartfelt greetings.
The Dima Halam Daogah (DHD) after the declaration of cease-fire with the Government of India in 2003 carried out the peace talk with the Govt. of India & Govt. of Assam and from time to time worked with other movement groups /organisations of India to gain supports and solidarity regarding the Dimaraji statehood issue and other problems of different communities living in proposed Dimaraji. For Dimaraji issue, DHD from time to time has kept coordination with many State Demand groups such as Telengana Demand Committee, Gorkha Jana Mukti Morcha (GJMM), Bharatiya Gorkha Parisangh, Bodoland Demand Committee, Bundelkhand Rastriya Samiti, Tipra State Demand Committee etc. DHD has appointed Sri Sanmoni Kemprai as a convenor for National Federation of Smaller States for North East Region Chapter. Indian Confederation of Indigenous Tribal People (ICITP) affiliated by UN has also taken initiative in uplifting the Dimaraji issue. DHD, however, get involved simultaneously in the various social activities, awareness campaign on health & sanitation, socio-economic development, one’s constitutional & political right etc. For socio-economic development DHD from time to time has sponsored many entrepreneurship training programme to the educated unemployed youth, group of people, various SHGs of proposed Dimaraji area irrespective of caste and creeds at various training centre both at Guwahati and Dima Hasao. Consequently many SHGs and youngsters have able to venture
their entrepreneurship in various fields. Let us have a glance on the various development
activities, DHD has ever made simultaneously during their cease-fire.For the upliftment of age old rich tradition & culture of Dimasa, DHD has taken up various steps such as by appointing traditional dance teacher in various districts and locality of proposed Dimaraji area with a view to make the youngsters trained and the result is undoubtedly praiseworthy. For promoting and highlighting Dimasa Culture and tradition in the international platform of music and dance some of them has participated in the international event and succeeded in snatching the medal even. For instance in All India Multi-Lingual Childrens’/Youth/Womens’ Play/Dance & Music Competition-2013, Organised By Theatre Movement, Cuttack, Odisha, member of International Dance Council, UNESCO & United Nation Educational, Scientific and Cultural Organisation, Paris-- Dhansiri Dance Troupe of Karbi Anglong achieved 2nd position in folk dance; Manja Dance Troupe of Karbi Anglong achieved 2nd position and Sampharifang Club Dance Troupe of Dehangi of Dima Hasao District achieved 3rd position in the same category. Besides various cultural troupes sponsored by DHD, participated in many national and international events held time to time throughout the nation. With the keen initiative taken by DHD an new era in the field of traditional garments has taken place. Number of traditional and professional weavers as well as markets increased in multiples.
In the context of literature and education DHD has direct and indirect contribution in uplifting the subject. DHD has rendered their helping hand in formation of Dimasa Lit
erary Body. Through this literary body the Dima Hasao Autonomous Council in the later period has able to introduce Dimasa primer in Dima Hasao in the year 2008 only. On the other hand the ‘Dimasa Writers Forum’ based at Lanka, Nagaon so far has published many books and booklets of literature, cultural, social and historical value. Over and above DHD with the help of intellectuals of proposed Dimaraji has established many schools and some colleges in the said area. For last 16 years some schools are running and for last 12 years some colleges are running in full swing, however majority of them are now undertaken by various leading national organisations such as Art of Living, Arya Samaj etc. J.B. Hagjer Junior College at Diyungbra, Dima Hasao was established in the year 2006. However, the college was converted from J.B.Hagjer Higher Secondary School (Estd: 2002). Last year in 2012 some Rs. 20 Lakhs has been sanctioned for building construction of the said college from the MP fund of Hon’ble MP Sri Biren Sing Engti. The construction is about to complete now. However, the second allotment of sum of Rs. 20 lakhs is assured by the Hon’ble MP. Tularam Memorial Good Shepherd School at Gunjung, Dima Hasao was established with the keen interest and interference of DHD. However, the local citizen has contributed a lot for the purpose. Needless to mention here that the school of Gunjung has already produced dozen of doctors and engineers and graduates. The Don Bosco at Hatikhali Bazar and Langthing were also came into existence with the keen initiative and help from DHD.
Under the patronage of DHD and initiative taken by All Dimasa Students’ Union for last three years about 40 students every year has been provided facilities to the eco
nomically weaker and meritorious students for higher studies outside of Assam. It is worthwhile to mention here that Kalinga Institute of Industrial Technology(KIIT) University, Odisha has been contributing a lot in this regard.
The Dimasa people of Kampur area were about to lose their identity, had DHD not taken the right step in rescuing them. However, by virtue of DHD’s utmost interest they have now realised their root and come forward to join the mainstream of Dimasa nation much spontaneously. The Gokul Chandra Hagjer Memorial Dimasa Language & Cultural Training Centre at Niz-Kampur and Borkola, in Nagaon district of Assam has rendered a commendable service in making them specially the young generation learned the Dimasa language and traditional dance.
Multi lingual monthly news magazine in the name & style as ‘Hudang’ published from Haflong, which has gradually becoming popular in some part of North- East and India is run by no other than DHD. DHD has taken troubles in doing some unique audio-visual documentation in all sphere of life. No doubt they will definitely help the mankind in the coming days.
DHD has taken initiative in expediting the two national projects viz. Broad gauge conversion of Lumding-Silchar railways and Mahasadak (East west corridor) across the proposed Dimaraji in collaboration with both Dimasa Students’ body and Barak Valley Students’ body, Assam by raising the issue to the concerned Ministry at New Delhi.India Govt. has taken initiative in implementing some clauses of the Charter of Demand of DHD prior to the signing of MOS. These are-(i) A centre of Sports Authority of India (SAI) was supposed to establish at Maibang, Dima Hasao in the year 2010, but due to the negligence shown by DHAC by not providing land for the purpose the project remain in abandon.
(ii) To solve the unemployment problem of the region a recruiting centre of Army, Para Army, Battalion has been established based at Haflong, Dima Hasao in 2007. Lots of unemployed youths of this region have been benefitted owing to this training centre.
(iii) During the Peace Talk DHD has pressurised the government to improve the road condition of Dima Hasao and some of them such as DD Road (project cost Rs. 27 crore), Balacherra-Ditekcherra Road (project cost Rs. 40 crore) has been sanctioned and the job were almost done.
In the field of sports DHD has able to achieve international honour by sending and sponsoring participants in the Asian Throw Ball Federation Championship held at Dubai in 2012, in which one DHD cadre has achieved Gold medal and the Women team from Assam of which two Dimasa girls from Maibang have achieved Silver medal. Needless to mention here that the first ever The Assam State Inter District Hand Ball Championship has been conducted by Assam Hand Ball Federation with the keen initiative and help from DHD at Maibang in 2012. Neither the State govt. nor the Autonomous Council took any initiative in this matter.
While going to make development of the Dimasa nation in particular and other neighbouring communities living in brotherhood in the proposed Dimaraji we, the DHD whatever took the responsibility and accomplished some public works which were strongly demanded by public may not be sufficient or big enough but we have done as per our capacity with a view to lessen the plight of the downtrodden people of this region. We got the privilege of rendering our service to the needy people because of the reasons what the Council should have done failed to do that. We are aware of the fact that whatever we have done so far are insufficient and inadequate in eradicating their plight. However, as a matter of fact, had the Council run with a view to eradicate the poverty and to uplift the society in all sphere of life without indulging themselves in corruption then there would never raise the question of armed revolution. Anyway, now in the coming days if we the citizens and leaders of Dima Hasao try hard without indulging ourselves in corruption while running the council and implementing all the clauses of MoS which we brought for the greater interest of Dima Hasao people with more autonomy power then present Dima Hasao District will definitely become a golden Dima Hasao with peace, prosperity and brotherhood.
